About OFSMA

The Oklahoma Floodplain and Stormwater Managers Association (OFSMA) officially organized in November 1990, as the Oklahoma Floodplain Management Association (OFMA). OFMA formed with the intent of bringing together those individuals who have a common interest in floodplain management. In the first year of its existence, membership more than tripled. In September of 1999, the name was changed to Oklahoma Floodplain Managers Association and at the September 2025, Annual Business Meeting , Stormwater was official added to the Constitution changing OFMA to OFSMA.

 

The Board of Directors would like to invite you to join us. OFSMA is dedicated to promoting effective floodplain and stormwater management practices throughout Oklahoma. We provide mentorship, training, professional certification, advocacy, and networking opportunities for practitioners. We ensure all members are equipped with the latest technology, information, and tools to effectively achieve our organizational purpose:

To promote the common interest in stormwater management and flood damage abatement, to enhance cooperation and to exchange information among various related private organizations, individuals, local, state, and federal agencies, to encourage appropriate and effective approaches to managing the state's floodplains, and to educate the public about floodplain and stormwater management.

Certifications

Certified Floodplain Managers (CFM) Certification

In September 1997, OFSMA adopted a statewide program for certifying floodplain managers. The program recognizes continuing education and professional development that enhance the knowledge and performance of local, state, federal and private-sector floodplain managers. The OFSMA certification program is nationally recognized and accredited by the Association of State Floodplain Managers, Inc. (ASFPM) as a Chapter that has established a national program for professional certification of floodplain managers. ASFPM is considered to be the authority on floodplain management throughout the Nation.

Certified Stormwater Managers (CSM) Certification

The OFSMA Board of Directors is working on the development of an Oklahoma recognized Certification for Stormwater Managers. The certification will be a credential that exhibits competence in all areas of stormwater management, to include stormwater quality components. It is the goal of OFSMA, that State agencies such as Oklahoma Department of Environmental Quality (ODEQ), will recognize this certification as a component of the Municipal Separate Storm Sewer System (MS4) program.

Events

Annual Conference

Facilitating connections among professionals in the field to foster collaboration, knowledge sharing, and community engagement. Annual Conferences feature Continuing Education/Professional Development Hours, Annual Business Meeting, Annual Awards Banquet, and Leadership Elections.

Special Topics Workshops

OFSMA offers various half-day and full-day workshops annually. These workshops occur at various geographical locations to reach as many practitioners as possible. The Technical Workshop, and the Stormwater Quality Workshop are full-day offerings; in addition, a smattering of half-day opportunities offered throughout the year, in partnership with the Oklahoma Water Resources Board (OWRB), are available for registration. Most workshops include opportunities for Professional Development Hours.

OFSMA keeps members informed throughout the year with the quarterly newsletter. 

Turn Around Don't Drown (TADD) Calendar Contest

The greatest community outreach effort offered by OFSMA is the TADD Contest. By working with schools in Oklahoma, the OFSMA Regional Representatives further awareness of the dangers of high water on our roadways by facilitating an an art contest for elementary school aged children.

We support the floodplain and stormwater management profession through education and certification.
